Freight Forwarding Costs in UAE: What You Are Actually Paying For

One of the most common frustrations in international shipping is receiving a freight quote that looks reasonable — and then getting an invoice that is significantly higher. The gap is almost always explained by surcharges, handling fees, and ancillary charges that were not included in the initial quote.

This guide breaks down every cost component you are likely to encounter in a UAE freight forwarding invoice, so you can compare quotes accurately and budget your logistics costs with confidence.

Freight forwarding involves multiple parties — carriers, port authorities, customs agencies, terminal operators, and the forwarder itself — each of which charges for their services. A freight forwarder's quote may include some or all of these charges, or it may quote only the base freight rate and list other charges separately.

The key is to always ask for an all-in quote that specifies exactly what is and is not included, and to understand what each line item covers.

The rate charged by the shipping line for moving your container from origin port to destination port. Quoted per container (FCL) or per CBM/tonne (LCL). Ocean freight rates fluctuate significantly based on:

• Trade lane — high-demand routes (Asia-Europe, Transpacific) have higher rates
• Season — rates spike before Chinese New Year and peak retail seasons
• Market conditions — supply and demand for vessel space
• Contract vs. spot — regular shippers with volume contracts get better rates than one-off spot bookings

Compensates the shipping line for fluctuations in bunker (marine fuel) prices. BAF is quoted per container and changes monthly or quarterly. With the introduction of IMO 2020 low-sulphur fuel regulations, BAF has become a more significant component of total freight cost.

Charged at both origin and destination ports for moving the container between the vessel and the terminal yard. THC is set by the terminal operator, not the shipping line, and varies by port. Abu Dhabi THC rates are set by Khalifa Port terminal operators.

The shipping line charges a fee for issuing the bill of lading — the key document of title in ocean freight. Typically USD 50–150 per bill of lading.

Charged on trade lanes where there is a structural imbalance in container flows — the shipping line incurs costs repositioning empty containers. Common on certain Asia-Middle East and Africa routes.

Applied during high-demand periods (typically August–October for Asia-Europe and Transpacific trades) when vessel space is tight.

Applied on routes passing through or near conflict zones. Relevant for certain Middle East and Red Sea routings.

Covers the additional cost of low-sulphur fuel required in Emission Control Areas (ECAs).

Charged per kg (actual or volumetric, whichever is higher) by the airline. Rates vary by route, season, and cargo type.

The air freight equivalent of BAF — compensates airlines for jet fuel price fluctuations. A significant component of total air freight cost, often 30–50% of the base rate.

Covers enhanced cargo screening requirements. Applied per kg.

Charged at origin and destination airports for handling the cargo through the air cargo terminal.

The air freight equivalent of the bill of lading fee.

Applied when cargo is classified as dangerous goods under IATA regulations. Covers additional handling, documentation, and compliance requirements.

The freight forwarder's fee for preparing and submitting the customs declaration on your behalf. Covers the cost of the customs broker's time and expertise.

Import duty payable to UAE Customs, calculated as a percentage of the CIF value. Standard rate is 5% for most goods; 0% for basic foodstuffs and medicines; 50% for tobacco; 100% for alcohol.

5% VAT is applied on the CIF value plus import duty for goods entering the UAE mainland.

If customs selects your shipment for physical examination, the terminal charges a fee for the examination service. This is unpredictable and cannot be quoted in advance.

If your goods qualify for preferential duty rates under a trade agreement, you need a certificate of origin. The issuing body (Chamber of Commerce, free zone authority) charges a fee for this document.

For regulated commodities (food, pharmaceuticals, chemicals), government permits are required before import. Each authority charges its own fee.

The forwarder's service fee for managing your shipment — booking freight, preparing documentation, coordinating with carriers and customs. This may be a flat fee or a percentage of freight value.

Covers preparation of export documentation — packing list, commercial invoice review, certificate of origin application, dangerous goods declaration.

Charged by the shipping line or their agent for releasing the cargo to the consignee at destination.

Demurrage — charged by the terminal if your container remains in the port yard beyond the free time allowance (typically 3–7 days). Can be significant if customs clearance is delayed.
Detention — charged by the shipping line if you keep the container beyond the free time allowance after it leaves the terminal.

These charges are avoidable with prompt customs clearance and container return — but they are a real cost when delays occur.

Collecting the cargo from the shipper's premises and delivering it to the port or airport. Quoted per truck load or per container.

Delivering the cargo from the port or airport to the consignee's premises. In the UAE, this includes the cost of a truck and driver, plus any permit fees for oversized loads.

Road transport companies apply their own fuel surcharges, which fluctuate with diesel prices.

To get a quote that reflects your true landed cost, always ask your freight forwarder to provide:

1. All-in rate — base freight plus all surcharges applicable at time of quotation
2. Separate line items — so you can see exactly what each charge covers
3. Validity period — freight rates change; confirm how long the quote is valid
4. Exclusions list — what is not included (customs duty, VAT, examination fees, demurrage)
5. Payment terms — when each charge is due
